Rules of procedure of the Council of the Yemeni community in
the southern states in the United States U.S

Introduction

: Recognizing the importance of the existence of an organization that works to raise children of the Yemeni community in the southern states in the United States in all spectra and components of national and ideological men and women, met some Yemenis living in the state Tennessee and South Carolina and Kentucky and Missouri and Arkansas and Alabama and Georgia and Mississippi and Louisiana in the southern states representatives of political entities, independents and representatives of civil society organizations and the Council agreed on the establishment of the Yemeni community in the southern states in the USA.
 Chapter One: Name and definition.
Article 1
 Council called the Council of the Yemeni community in the southern states in the USA, based in Nashville.
Article  2
 Use the word "Council" wherever it is contained in this system instead of "the Yemeni community in the southern states in the USA" and use the word "community" instead of "the Yemeni community in the southern states in the United States."
Article  3 :
The Council is an independent entity civilian political and non-government support of voluntary work in its activities and has a legal personality with financial and administrative independence and legally entitled to act as public benefit is for the community.
Article . 4
Council represents the majority of the Yemeni community living in the United States different regardless of considerations of gender, nationality, religion or political belief expressed in the national unity and common interests.




Chapter II: The objectives and functions of the Council.
 Article 5 :
The objectives and functions of the Council are as follows:
 A - service uses social cultural, educational and health charities.
 B - Creating the right conditions to upgrade the health services  and education for Yemenis in the Southern States through increased public awareness and mobilizing community members and enhance their expertise and other services.
 C - To encourage mutual understanding and cooperation between members of the community, and between the Yemeni community and other ethnic groups on the other.
 D - to maintain the cultural heritage and social values of Yemeni society and work on their development.
 R - Encouraging cultural exchanges and promote education at all levels, and cooperation with charitable organizations and other organizations active in community service. In addition to the above-mentioned objectives Yemeni community also seeks to achieve the objectives of the side effects, including:
1 - raise the level of awareness of Yemeni immigrants to the issues relating to adaptation to the new environment.
 2 - to maintain the connections with the homeland through the promotion of cultural exchange and social development.
 3 - create the platforms and forums for social and cultural activities and to respond to the initiatives presented by other organizations.
4 - to facilitate the legal and social services, health, and provide advice to members of the community, referring them to experts in those areas.
 5 - to facilitate the establishment of centers of thought and forums for professional research and analysis on policies and make recommendations thereon, in addition to ensure the necessary improvements to bring benefit and enrichment of individuals and society.
 6 - the representation of the community in front of Yemeni institutions and skyrocket in international forums.
 7 - Participation in activities held by the people of the community in the national and religious occasions.
8 - Cooperation with the U.S. civil institutions and government to serve the interests of the community.
9 - Work on the definition of American society, civilization and traditions of Yemen, its various components.
 10 - to work on open channels of communication between the community and the civil and governmental institutions inside and outside Yemen to serve the interests of the community.
10 - up and implementation of the Programme of Action and the recommendations of General Conference.

Article 6:
 A - The number of members of the community and 25 members are elected by secret ballot, as follows: 1 to 16 members representing all spectrums of the community.2 to 5 members representing civil society organizations and social figures. 3-4 with a member of the administrative and organizational expertise.

 Article 7:
The Community Council shall be elected by secret ballot, three members from among its members, and they are the President, and Vice President and Treasurer.
 Article 8:
 A - functions of President of the Council .
1 - presided over the meetings of the Board
 2 - Represent the Council before the bodies of Yemen and the U.S. and international
3 - Follow-up and implementation of the resolutions of the Council
 4 - create meeting agendas and follow-up.
 5 - to consult with members of the Council to represent them before proceeding to the bodies in paragraph 2 above, and withdraw this paragraph to all members of the Council be represented at the Council.

B - Functions of the Vice President of the Council The Vice President performs the functions of President in his absence and shared in the preparation of agendas for Council meetings.
C - functions of the Treasurer Treasurer has the powers to arrest and disbursement of funds relating to the activities of the Council and the signature on all financial receipts and vouchers along with the President or his deputy, as the task of preparing the general budget and financial report and supervising all financial matters and accounting.
 Article 9:
 A - Council may withdraw confidence from the Chairman of the decision taken by two-thirds majority at a meeting devoted to this purpose and in the following cases:
1 - misuse of Council funds misuse of his possessions.
 2 - violation of rules of procedure.
 3 - violation of the objectives of the Council and the ways to achieve them.
 5 - Exploitation illegal exploitation of the projects the Council.
 B - In case of withdrawal of confidence from the President resign or be replaced by Vice President until the election of the Board's new president.
 C - The Board may terminate the Services if the User is absent to attend three consecutive meetings or five meetings of the scattered without a legitimate excuse.
 D - the right to freeze the membership of the Council of any of its members including President in the event of material breach of the rules of procedure and that the decision to take a two-thirds majority at a meeting devoted to this purpose.
Article 10:
 Constitute the Council from among its members and between the people of the community committees to conduct its business and is entitled to the development of new committees as needed and inaccordance with the requirements of the possibilities available among these committees.

 3 - Culture and Media Committee.
4 - the Finance Committee.
 Article 11:
1 - The Council shall hold a regular meeting every month and needed a quorum and is composed of half of the members in the absence of more than half of the members be invited to a subsequent meeting.
2 - Council may hold extraordinary meetings when necessary and to request that two thirds.
3 - Council takes its decisions by an absolute majority (half the members plus one) and to abstain from voting is taken into account in the case of a tie vote is a vote of the Chairman or his deputy, likely for the balance.
4 - The Council shall be the supreme body responsible for the community.
Article 12:
 the right of the Council and the consent of two thirds
1 - call for an emergency meeting. Of the supreme body of the community

Chapter III: The bodies of the Council.
Article 13:

 Tasks of the General Conference:

6 - to discuss and approve the work program of the community for the next two years.
7 - Election of Community Council members and reservists.
Article 15:
The complexity of the supreme body of the community meetings periodically every six months. Article 16: Tasks of the supreme body of the community
1 - discussion of committee reports and approval.
2 - to discuss the work program approved by the General Conference. 3 - Discuss the proposals developed by the members or committees.
 Article 17:
before the General Conference of the community conferencing the main cities for the election of members of the supreme body of the public community.
 Article 18:
 The number of members of the supreme body of the community of 99 members distributed as follows: 1 to 70 members representing all shades of the community. 2 to 25 members representing civil society organizations and social figures. 3-4 by an experienced administrative and organizational matters. C - Extraordinary Conference:
 Article 19:
1 - right to the Community Council to convene an extraordinary conference where necessary to be reported in within a period of not less than two weeks.

Chapter IV: Membership.
Article 20:
 A - A member of the supreme body of the

 Article 21 :

 Chapter V: branches States.
Article 22:
A - the right for members of the supreme body of the community in the South American States to
establish branches of the Community Council in their state with the consent of the Council and in coordination with him.
 B - The right to exercise all branches of scientific activities, social and cultural rights exercised by the Council.

Chapter VI: Financial Council.
Article 23:
A - is formed of the Finance Committee of the Treasurer and two assistants.
B - The Committee shall submit the financial year-end annual report for the Community Council, also provides a general report of the General Conference at the end of the session of the Council.
C - The Chartered Accountant auditing the financial task.
D - Finance Committee retain all records and receipts and the task of supervision and auditing. Article 24:
 The Council is made up of financial
1 - aid and donations that do not conflict and goals of the community.
 2 - the proceeds of character entertainment events, cultural and social.
 3 - support the components of the community.
 4 - support American institutions.
 Chapter VII: Inscription.

 Chapter VIII: Solving community and dispose of property of the Council.
 Article 26:
A - the right of the General Conference to resolve the supreme body of the community and with the consent of two thirds
